| EMPLOYMENT CENTER |

Ramadi Business Center will work with local MOLSA employment
staff to help develop their skills similar to that of recent
employment centers in Adhamiya, Baghdad. The two existing
centers in Hay Ore and Adhamiya are staffed with 15
professionals, each working hard to create new jobs for area
residents. RBC Employment Center will offer full services
including:

A database system that keeps track of
applicants and their experience, private sector companies
and job opportunities, all in Visual Basic.

RBC Employment Center will assist MOLSA
with the completion of applications by job seekers, entering
the data into a professional database, tracking input
applicant data and establishing links to employment
opportunities. Data collection assistance for MOLSA will
include one week orientations for applicants involving
Resume development and time management as well as
consultations to review unemployment history, family
background, education and skills acquired to prepare
applicants to receive job opportunity referrals.

Work with MOLSA and/or CSP to enroll
registered applicants into vocational skills training
programs.

Work with MOLSA and/or CSP to find,
register and identify job opportunities for vocational
skills graduates.

Ramadi Business Center will assist MOLSA
with follow up services to registered applicants through a
call database and regular interview sessions.

Assist MOLSA with the registration of
local, national and international businesses through a
database to link the applicants of employment services to
potential employment opportunities which will be facilitated
by job fairs hosted at the Ramadi Business Center.
Expected Outcome

Register 20,000 job seekers and create a
comprehensive database for MOLSA and the Ramadi Business
Center.

Register all private businesses in
Ramadi.

Register all vocational training
graduates from various training programs, including MOLSA,
and link at least 20% of all graduates to long-term jobs or
apprenticeship opportunities.

| COMPANY REGISTRATION |
In most cases, prime contractors require prospective
subcontractors to have D&B numbers and to be registered in the
CCR system. RBC obtains Dun & Bradstreet numbers for its members
and it is the only organization that can offer this service. RBC
will not only offer the service, but it will offer it at a
substantial discount. RBC will also register a company
requesting a D&B number in the CCR (Central Contactor
Registration) database, obtaining the company’s NCAGE number in
the process for free.
Through IACCI, RBC has recently been in negotiations with Dun &
Bradstreet, perhaps the most prestigious and widely recognized
rating and financial information company, to offer the D&B
rating service. This rating is recognized all over the world as
an excellent tool to qualify customers and suppliers.

| CREATING JOBS
BY TRAINING |
RBC will help to enhance employability through three track
programs. These programs are Administrative/Secretarial, Sales
and Accounting. The programs run from 1.5 to 3 months as they
prepare youth and college graduates to enter into the work
force. These programs are not only for young people, but they
will help all that are in the workforce to enhance their skills
to become more productive.

| SKILLS DEVELOPMENT FOR
SMALL-TO-MIDSIZE BUSINESS OWNERS AND STARTUPS |
RBC will conduct workshops on how to complete proper proposals,
tenders, scopes of work and bills of quantity for a variety of
contracts supported by Multi National Forces – West (MNF-W) and
Multi National Corps – Iraq (MNC-I) funded through Commanders
Emergency Response Program (CERP), US Corps of Engineers
(USACE), municipal and provincial government contracts and
international NGOs such as IRD and Community Stabilization
Program (CSP). The Ramadi Business Center will offer more than
25 different workshops. Each workshop / training seminar will
last from one to four days with courses offered in either the
morning or the afternoon. The Center will announce courses
through promotion and its public relations department.
Participants wishing to take a course will be enrolled in at
least one of the following courses: :

Ramadi Municipal Coordination Center (RMCC) for municipal
and provincial contracts
- Complete necessary documents to submit proposals to CERP
and USACE funded projects

| LEGAL SERVICES |
For the last three years, IACCI has offered legal services to
its members in Baghdad and Kurdistan ranging from company
registration to legal advice. Like that of IACCI, the RBC team
of dedicated legal professionals is only a phone call away.
IACCI is presently working with others to offer arbitration to
help bridge the gap between going to court and settling out of
court. Our membership in the ICC, International Chamber
Corporation, provides vast knowledge about international
arbitration which helps us to accomplish this goal. RBC will do
the same. RBC Legal Services will include:
Company Registration
Businessmen and stock holders alike will benefit from this
service of facilitated company registration for both national
and foreign companies. The Business Center will provide this
service at reasonable registration costs. This service is
provided free of charge to RBC members who have distinguished
membership (Distinguished Gold, Gold or Silver); however, fees
must be paid for formal registration.
Dispute Settlement
The Legal Department of RBC is preparing a specialized
international center for commercial arbitration according to the
codes of international arbitration issued by the U.N. Commercial
Committee. These codes are approved by most nations. This
project guarantees the provision of distinguished and vital
services to concerned companies. Under the shadow of this
project, there will be cooperation from many parties working
within this project, e.g. Dubai Center for International
Arbitration and Cairo Center for International Arbitration.
Notary Services
Legal information provided to any who wish to benefit from
and be aware of the tasks of the Notary Public Office. This
Dept. plays a vital role in the authentication and approval of
contracts, e.g. warrant and agency contracts to secure the
rights of counter parties. Another role of the Notary Public is
routine alerts as well as other legal matters. The main goal of
the Notary Public Office is to impose as a formal legal party
and be a formal power to documents.

| BUSINESS INCUBATION,
RESEARCH AND DEVELOPMENT |
A group of sector specific experts will help to identify
business opportunities, conduct market studies and make business
plans in sectors like agriculture and other potential local
business. Part of our goal is to make marketable standardized
packages for the grants program (NAJAH) as well as other USAID
funded programs such as Inma for Agri-Business, a key economic
sector in Al Anbar.

| MICRO-SMALL-MEDIUM
ENTERPRISE GRANTS |
Ramadi BC will house the successful NAJAH grant program which
has been operating in Ramadi for the last few months. It has
already approved over 500 projects with grants ranging from
$1,500 to $10,000. The grant program will help to support the start up of new
businesses, expansion of existing businesses and link them to
employment services with MOLSA. The information that RBC
provides about Najah would increase participation and promote
clarity about the program.

| BUYING POWER |
RBC will use IACCI buying power to obtain special discounts for
its members from shipping companies, such as DHL and FedEx,
banks and insurance companies to help them utilize Group Buying
Power. A dedicated team from our organization will work with
vendors and encourage members to become suppliers for the
program by making special arrangements with IACCI and RBC in
order to offer members special discounts. By having this special
win- win relationship, members can show their RBC ID to receive
excellent discounts from reputable vendors verified by RBC, and
in return the vendors obtain extra sales due to this significant
buying power. A special directory will be issued to all members
that list the specific services. All participating merchants can
buy additional space to advertise their products and services.
Currently, the IACCI NAJAH program is using this service to
secure over $1 Million in purchasing power.

Since RBC will be a focal point for tenders in Ramadi, MNF-I and
IRD will have their own office space in the Business Center to
announce tenders worth millions of dollars. In addition, RBC
will offer training to make it possible for new bidders to win
projects.

| DATABASE |
Our talented IT team makes it possible for us to continue to
improve and update our database by reflecting on the needs of
the marketplace as well as our members. As IACCI has done with
its over 7,500 members, RBC will start its own database of all
its members that will include a detailed categorization of
member companies according to the standards of the SIC (Standard
Industrial Classification) and the NAICS (North American
Industrial Classification System). This allows us to locate
instantly any supplier we need; for example, all spare parts
suppliers in the city of Ramadi, Iraq that are members of RBC.

| VETTING SERVICES |
There is a shortage of available financial information for most
Iraqi companies as well as other critical information needed.
This said, IACCI has worked diligently from its start to gather
complete and accurate information on all our members and RBC
will pursue the same goal from its beginning including:
Membership application - 13 pages of detailed data
categorization from member companies according to SIC (Standard
Industrial Classification) and the NAICS (North American
Industrial Classification System).
D&B and CCR.
Basic and necessary information like company size and locations,
assets, all financial documents and annual reports, number of
employees, name of partners, important managers, divisions or
other affiliations for partners and/or companies. RBC will
also
- Check registration with the Ministry of Trade or
Ministry of Industry,
- Visit company’s main offices in Ramadi or other areas in
Iraq for verification and authentication,
- Produce a report of last year’s financials,
- Cross-check bank references,
- Verify and cross-check references associated with at
least 3 contracts (trade activities) fulfilled or under
fulfillment within the last one to two years,
- Cross-check two additional references provided by the
company, and
- Submit a full report presenting the results of this
vetting check including a certified bank statement of
banking activity for the last 6 months.
